Rotted fascia is almost always accompanied by rot in the rafter tails—the wood the fascia is nailed to. You won't see it until the fascia is off. Don't promise a price that doesn't account for it. The correct approach: quote the visible work, write "rafter tail repair at $X per linear foot if rot is found" as a separate line item, and photograph everything the moment the old board comes off. Soffit ventilation works with ridge ventilation to move air through the attic—without it, you get heat and moisture buildup that destroys roof decking from the inside.
